The strata company arranges it, usually through the strata manager, and it is paid for out of levies rather than by individual owners. Under the Strata Titles Act 1985 (WA) a strata company must control and manage the common property and keep it in good and serviceable repair and properly maintained. The Act does not mention cleaning specifically. Regular cleaning is one of the practical ways that maintenance duty gets met.
